Who Uses the Clean Development Mechanism? An Empirical Analysis of Projects in Chinese Provinces∗

چکیده
China is by far the largest host of projects implemented under the Kyoto Protocol’s Clean Development Mechanism (CDM). However, earlier studies shed little light on the determinants of the distribution of CDM projects across Chinese provinces. Given China’s large size and political-economic diversity, this dearth of research is troubling. We provide an empirical analysis of 2,097 CDM projects in 30 Chinese provinces, 2004-2009. We find that high electricity consumption, low per capita income, and a lack of foreign direct investment are all associated with CDM project implementation. The findings are particularly strong for electricity and foreign direct investment. These findings are consistent with the economic theory of CDM project implementation. Project developers focus on minimizing the cost of carbon abatement. Moreover, they suggest that the CDM can, despite its limitations, contribute to reducing economic inequality and uneven development in China. ∗This paper was written during a research stay funded by an ERP fellowship of the Studienstiftung des deutschen Volkes. Mechanistic-Empirical Analysis of Asphalt Dynamic Modulus for Rehabilitation Projects in Iran
In the Mechanistic–Empirical Pavement Design Guide (MEPDG), dynamic modulus of asphalt mixes is used as one of the input parameters in pavement analysis and design. For in-service pavements, MEPDG method uses a combination of some field and laboratory tests for structural evaluation of asphalt layers in rehabilitation projects. In this study, ten new and rehabilitated in-service asphalt pavemen...
متن کاملExplaining Differences in Sub-National Patterns of Clean Technology Transfer to China and India∗
The Kyoto Protocol’s Clean Development Mechanism (CDM) is capable of incentivizing the international transfer of environmentally sound technologies. Given that both countries are expected to have similar incentives when managing the distribution of technology transfer within the country, why does the sub-national patterns in allocation of projects with technology transfer differ across the two ...
متن کاملDistribution characteristics and prospects for CDM projects in China
As the 2012 end of the first commitment period of the Kyoto Protocol is fast approaching, there is a strong realisation that the Clean Development Mechanism (CDM) projects have no doubt been playing an important role globally, particularly in promoting clean development in China. Consequently, the prospects for the CDM market in the post-Kyoto era are attracting a lot of attention, including fr...
متن کاملSpatial Analysis over the Impact of Fiscal Decentralization on the Mortality Rate in Iranian Provinces
Background: Many previous empirical studies indicated appropriate implementation of the fiscal decentralization and transfer of resources and expenses from the central government to local governments was an important factor to improve health outcomes in developing countries. Accordingly, the major purpose of this study was to evaluate the impact of fiscal decentralization indicators on the mort...
متن کاملBaselines for Carbon Emissions in the Indian and Chinese Power Sectors: Implications for the Clean Development Mechanism
The study examines the dynamics of carbon emissions baselines of electricity generation in Indian states and Chinese provinces in the backdrop of ongoing electricity sector reforms in these countries. Two Indian states-Gujarat and Andhra Pradesh, and three Chinese provinces-Guangdong, Liaoning and Hubei have been chosen for detailed analysis to bring out regional variations that are not capture...
